Would 7/8 oz leather count as armour?

No, minimum is 12 oz. That is almost 3/16ths of an inch.

Each oz. is turned into a 1/64 of an inch, roughly, therefore, 12/64 = 6/32 = 3/16. To be safe I'd go with 13-14 because leather tends to differ in thickness throughout the whole hide.
