Judging by the dimensions, those scraps are for building reinforced arrows.
2.25" in diameter by 1/16" thick sounds like the perfect measurement for the first cap layer of a custom-built 2 1/4" diameter arrow can. One layer of blue foam or EVA would go on top of the leather. Then you could use Yoga Mat for the third layer, since your "base layering" of the cap (the part that keeps the penny cap from punching through) is already covered by the leather and first layer of ~2# foam. Then just add your favorite open-cell foam to the end and finish the arrow like normal.
Arrows built this way should last a lot longer than normally-constructed arrows.
