You probably want to use thinner leather no greater than six ounce.

And i would avoid dying it unless you want it to stain your hands or you plan on treating it with some sort of water proofing protection.

The sweat from your hands will bring the dye out fairly quickly if its a hot day.

Also, be really careful, the leather may shrink around the steering wheel if you don't do it correctly.

Why don't you just buy one from an automotive place? If you do decide to do it, I wouldn't use too many different strips of leather, the more seems you have to sew, the more chances one of them will give out. Dying it could be potentially very messy, I would hesitate to dye leather in my brand new car for sure. I agree with kade about the leather thickness as well.

I'd do it dry. Make your measurements and cuts precise and stitch it on by hand in place and you won't have to do any goofy shrink-to-fitting.
