big hilt single blue

are big hilt single blues (single blues with 1/2 hilt size) good?

something about 18" 1/3 of weapon type rules thing.
I love long hilts personally, but 1/2 is too much for safety.
choke and sliding reach is alot of fun, I have a 51" red with a 17" hilt. its a rocking 1hander. short for control and whoa what reach.
