Yeah, it's probably the weirdest old holdover rule out there, which originally was put in place (20-30 years ago) to keep SCA helms off the field. In practice, think of it as "full face" or could an EMT easily gain access to the person's face and neck without having to move their head, so that helm should be just fine. Looks like the corners on the cheek pieces might not be penny round, though, but it's hard to say.
If you search the boards you'll probably find a dozen different discussions about that rule, why it was created, why it's never been nixed, and what it's actually supposed to mean.
