Looking for a Good Seamstress

I am looking at having myself made a custom kataginu, this is pretty much a vest, save with winged type shoulders and pleats within them. Here's a picture:

For a rough estimate, I think it'd take roughly three yards of a hearty cloth and I wear a 42S suit coat. This essentially requires sewing, serging, and minor emobridery skills. I'll pay through paypal, please contact me with a rough estime and we can talk further.
