You might have a hard time finding someone who's willing to sell arrows. They require a much larger investment of time and materials compared to any other weapon, so the general price is usually quite high for new arrows.
Quality materials are generally going to be about $10 per arrow, plus construction time. If I were making arrows for someone, I'd probably need to charge $15-$20 per arrow to make it worthwhile.

if you put a request for it they generallly will. you can also buy the shafts and the arrow kits and make your own arrows following the instructions on the belegarth wiki
