Crossbows

This may be a silly question, but why is the draw limit so teeny on crossbows? I know absolutely nothing about these things and since I suck so terribly at drawing a regular bow, I'd like to try a crossbow.

Also, any suggestions on where to find a small-ish crossbow? The cheaper the better so if I suck at that too I won't feel like too much of a chump.

The draw limit is so low basically because you can't half-draw on a crossbow. For regular bows, half-draw is required at short range.
