BoW or Regional variants?

Are all realms bound by the rules in the BoW or do regional variants crop up?

For an example: a realm specifying that a weapon has to be made a 'certain' way or that certain materials can or can't be used in weapon construction where that level of specificity can't be found in the BoW.

Just curious.

There are local rules, but most realms tend not to stray too far from the National BOW. It makes it easier when it comes to national events. It's only a few different things. For example, Numenor has rules about minimum garb and no reusable missle weapons. Wolfpack allows red flails.
