ringmail jerkin?

If i were to make a suede/ 3-5oz leather jerkin and cover it in 1" steel rings (keeping them probably 1/4-1/2" apart) would it be considered armor? I'm reading the BoW and all it says is the 1/2 rule. I simple wanted to confirm that it would count before I bought the supplies.

Also, if it hangs below my belt (onto my legs) would it also count as armor for my thighs?

What you are describing falls under the rules for Composite Armor, and thus yes the 1/2 inch rule applies.

If a piece of armor extends into another strike zone, the area of that strike zone physically covered by the armor would be protected by it. But if your thigh is struck in an unarmored area, then the armor doesn't affect that (and you've lost a leg). You may have understood the part about armor only covering what it covers, but I always point it out when discussing armor coverage.
