Red Rocks VS Helmets

I know that Red Rocks are still under questioning on whether or not they are legal weapons, but I am wondering, if you get hit in the helmet by a Red Rock that is supposed to go through armor, does it count as a kill? What brings this question to me is, when a person wearing a helmet is shot in the head by an arrow it does not count as a kill.

You would have to ask these questions of the realm that came up with the "Red Rock" rule you are talking about. They're not in the Book of War.
