Hey I was thinking of making a shield tear drop design. And my question is about the 1foot rule does the tail have to be 1foot in width or can it be smaller?

That would be fine. The 12" rule for shields mainly comes into play for bucklers. The red and yellow shield is a pretty good example of a teardrop:

Note that while the top of the shield is larger than 12" in diameter, the bottom tip is not.
