(and it makes sense, thanks for setting us straight)

3.3.2. Armor only protects areas covered.

I take this to mean bracers do not give a hit point to your body or legs, Chest armor will not protect your forearm, etc. ??

3.3.3. Armor must be of a size to cover a significant portion (approximately one-third) of a Target Area.

Question: Arm is a target area, bracers cover almost half the arm, does the upper arm get the extra hit point from bracers? Likewise, greaves cover from ankle to knee, almost half the leg, do greaves count as thigh coverage?

To summarize:
The BOW does not break down limb parts. It's Arm/ Leg/ Torso/ Head.
Do realms count a single piece of armor covering 1/3 or more as protecting the entire target area?

I believe you may have misinterpreted this rule. This rule means that if you get hit in a part of your body that has armor, you can call armor, if you get hit in an area that is not covered, you cannot. So in your example, the upper arm has no armor, but the lower half does. So only strikes to the forearm can be called armor.

3.3.3. Armor must be of a size to cover a significant portion (approximately one-third) of a Target Area.

This rule just means that in order for your armor to be legal, it must cover at least one third of a single target area. So for example, bracers count because they cover more than 1/3 of the Arm Target Area. But if you just had an armor grade wristband, it would not be legal.

1. Armor only covers the area covered by the armor. That armor must cover approx 1/3 of the target area to even be considered armor. So if you have a bracer on, you have armor on the portion of your arm covered by the bracer. If the weapon strikes both the bracer and the target zone, say the upper arm, the hit still counts. Armor does not give the entire area an extra hit, only the area actually covered by the armor. This is the standard rules intrepretation in this case.
