is there any rules if someones wearing armor you have to hit them extra or is it the same rules as no armor

I think you're looking for these parts of the BOW...

Simple answer is that yes, if they're wearing armor you have to hit them one extra time to take the limb/life. 1hand stabs are ignored by armor, 2hand stabs ignore the armor.

3.2.2.5. Class 5 (Head only missile) cause 1 hit of Injury to an unarmored Head area. A Class 5 Weapon striking an Armored portion of the Head area causes no injury.
