would it be possible (see: legal) for someone to build a quarter staff by padding the entire length of the core to safety standards. as an advantage this would allow the wielder to grip any part of the weapon as opposed to a couple of predetermined handles.

i only ask because most examples of pugil sticks i see out there have two handles and padded sections. in theory one could use blue foam (or maybe something a little softer) for 2 layers then a layer of 1" open cell for the full length of the core. it would be awkward and a little tough to grip without big hands, but i think it would be less awkward than the other examples of two ended weapons.

Though technically legal, swinging a weapon by its striking surface puts additional pressure on the foam where you grip it, and can cause the foam to break down faster, causing your weapon to fail. double ended weapons are going to be unwieldy regardless.
