Consider the following scenario. Suppose that I fire an arrow, it deflects LESS THAN 30 DEGREES off a shield, and then hits another target square in the chest. Does the hit count?
I am a little confused, because it seems like it should, based on the following quotes from the Book of War:

3.8.4. A missile Weapon is considered to have hit if there is significant deflection of the missile head (>30 degrees). Once the missile head has significantly deflected off a target, the missile is rendered harmless.

The second sentence says that only "significant" deflection of the missile head renders the missile harmless, and significant deflection is defined in the first sentence as >30 degrees. But I asked some people at my realm (Numenor) and they said that any deflection (even if less than 30 degrees) makes the hit invalid. How can these pieces of conflicting information be reconciled?
