In answer to your other question about why the the length and weight limitations were put in place, they were intended to define and regulate what equipment comes out on the field for ease of use and playability of the game.
There was a problem several years ago with ultralight weapons (6oz or less) that made some people become concerned about the playability and realism aspects of the game, hence a minimum weight was put in place. 12oz for Class 1, 24oz for Class 2.
The length restrictions were put in place to clearly define what counts as a blue weapon, both for safety on the short side (the shorter a striking surface, the more risk you are actually hitting someone with your knuckles rather than the weapon itself) and for playability on the longer end (to clearly separate Class 1 from Class 2, you must define the point when a weapon becomes so big that it switches categories and changes functions in the rules).
