Possible Contradiction?

Book of War wrote:1.4.1.4. The maximum handle length for a Class 1 Weapon is eighteen (18) inches or one-third (1/3) of the overall length, whichever is greater. This cannot exceed one-half (1/2) of the overall length.


Book of War wrote:1.4.6.2. Double-ended Weapons must have a minimum of 18 inches in length of padding covering each end in a cylindrical fashion.


Technically, a quarterstaff is a Class 1 weapon, and so I was just wondering which of these rules would take precedent?

I don't understand the question.

If you have a quarterstaff with 18" of padding on each end, then the maximum unpadded handle area is 18". If you have 24" of padding on each end, then the maximum unpadded area is 24". There's no contradiction here as the first rule deals with maximum unpadded length while the second mandates minimum striking surface length.
