Tomahawks?

So what is the actual rule on tomahawks, completely illegal or is there a way to build a tomahawk legally?

Illegal in the sense that you're thinking.
You can build a class 5 weapon that is shaped somewhat like a tomahawk, but it's going to be totally ineffective.

There is a Dagorhir fighter from Nashville who completely built "throwing axe" rocks out of open-cell foam, cloth, and cloth tape. They have passed at both Bel and Dag events and are perfectly safe. You'll have to experiment quite a bit, but it can be done.
