No. Wood, plastic, aluminum and carbon fiber are all acceptable.
I would strongly recommend carbon fiber if you can afford it, though aluminum shafts are generally the best choice if not. Shafts of other materials are much more fragile.
Due to the price and time involved in making arrows, once you're confident in your technique, it's well worth it to front the cash for carbon fiber shafts as they're significantly more durable than any other shaft material.
