I know if belegarth that you are required to have two fletchings. Would something like this suffice? anti-penetration devices

Huh. I've never even seen anyone try to use those in Bel. Northshield CA is dead enough that there haven't been any crossovers, and the Greenwood down in Middle aren't interested in us. It's never come up in Midwest Bel country, as far as I know.
Short answer is, you're going to get a mixed response. I'd pass 'em, since I've had enough exposure to trust them. I don't know how that'll vary regionally, or among different heralds. Check your local listings for specific programming.

Without being able to actually look at them in person, I can't say for certain, but I believe that I'd pass them as well if they were secured to the shaft.

If they are hard plastic I would fail them. Unlike SCA, we can shoot people to a unhemeted head. If I just graze someone that plastic bit is gonna hit them on the bare skin. Fletchings (faux feathers) and vanes (what most people have on their arrows) have give to them. They CAN still injure, but it's greatly reduced. The reason for the rule stating it need to be a FULL fletching is so there is no rough tears in a vane that could lacerate in the event of a graze.

BOW specifically requires at least TWO full fletchings.
