DO i have to secure my cloth cover with a pull tie or may i just sew it shut,im planning on using these weapons at public events ( ones listed on this site not with friends)

You can secure it just about however you want. The reason people use a draw string is that it makes for easier access for repairing the blade. I'm lazy, and tape the bottom of mine on 9/10 of the time and have no issues.
