Archers calling shots.

So I was asked by a newb, why we let archers call their shots, and I had no clue. Can someone enlighten me as to why we let archers call their shots?

It is supposed to be for clarification, since arrows are light enough that if someone gets hit while running or not paying attention they may not notice they've been shot.
