Calling garb on armor?

Ok so the situation came up that a call of garb was called on an individual's warskirt that was flaring out as they were moving. Now the shot would not have connected to a leg or hip. Therefore the call was it was a garb shot, but is this correct? I could not seem to find any other similar scenarios here or in the BoW. Pre-emptive thanks.

If the shot would have not connected with a limb then I would say the call of "garb" is ok.

Hits only count if they land on a target area. Armor itself is not a target area, only things like legs and arms are. I think calling the hit "garb" is a good compromise and provides the attacker with the information as to what he hit and why the target is not taking damage. It might even be technically correct, as armor that isn't (at that time) covering a target area is considered something like garb in that shots should be considered to pass through (though this is actually missing from the BoW, it's how the game is played).
