Why is the max height for a shield variable? Wielders height minus 18" is just silly to me considering that means you cant let anyone shorter than you use it and the only way to check it is to measure the owner and then math it out. Wouldn't a constant size like we have for width/diameter be better?

Shields are limited in this manner to prevent people from using large, "cheesy," shields that are essentially free standing walls to completely cover themselves in a manner that makes combat sluggish.

We used to have a constant size back when Belegarth split from Dagorhir. Belegarth decided at the time (circa 2002) that a variable maximum height made more sense. I honestly don't recall what the reasoning was, but it made sense at the time.
