Playtest it and let us know how it goes.
One of the tenets of the Bel ruleset is that it's kept as simple as possible. Consider that our weapons are not classified by what they are but how they're used, i.e. Class Is are swung one-handed, Class IIs are swung with two hands, Class IIIs are stabbing, etc.
A long time ago, around '94 or so, I was introduced to black weapons which basically mass weapons that have similar qualities to what you're proposing. They had to be mass weapons like axes and maces and could destroy shields in a couple of swings and completely ignore armor.
