I'm wanting to make a plastidip axe and decorate the axe blade. My question is about how to do a legal strike edge. If I cover the strike edge with cloth tape is that legal? Or should I glue cloth to the strike edge? How far back from the stiking edge do I need to keep my decorative work?

No. For the purposes of weapon covers, 'cloth' != 'cloth tape'.

This is the way to do it. There is no rule that governs this, but I would recommend trying to keep at least an inch for something with a small width blade. For something larger like a big axe, more would be a good idea.
