the javelin rules say specifically
"1.4.7.1. Must also pass as a Class 3 Weapon."
nowhere in the javelin rules does it say it must be only a class 3, does this mean that you could make a completely padded omni-glaive that was throwing legal as long as it is 16 ounces or less?

What if it conforms to staff rules which are blue and have no weight limit?

No. A javelin must be a minimum of 4 feet long:

1.4.7.3. The minimum length is four (4) feet (120 cm).


As a swung weapon, this would make it a Class II, which has a minimum weight of 24 oz. It is impossible to build a weapon that would conform to both Class IV and Class II specifications.
