A question for the master foam smiths and rule gurues

So one of the new guys showed me on of his swords today and it looks very good. Passed all the rules except he took the liberty to decorate his handle and pommel with latex. It looks similar to the edhellen latex weapon's sword handels.

Now the pommel, like I said, passes the measurment rule but should I allow the weapon because the pommel might be a safty hazzard?
