Flail Head Construction

I've recently moved to an area where I'm doing a fair bit of cross-gaming with Dagorhir, and I'm trying to figure out how to build a flail head that will meet the 4 oz minimum weight, while still staying close to the 16" minimum dimensions. I searched all over the Dag boards, but what I mostly saw was either A) people hating on flails and telling others to just build swords, or B) people parroting what everyone else was saying, while not contributing a viable construction technique. I would have asked this on the Dag boards, but I don't feel much like being flamed for asking about flail construction. You guys are usually above that.

So, any suggestions?

Search isn't working right now, but there is a thread like this, and a post by myself and one by Arrakis which works out the dimensions needed (like 4.5" tall foam strip rolled into a cylinder until the diameter of the circle is appropriate)

Look for that and it will answer your questions on a Bel/Dag legal flail head. Thicker cloth for the covering will add some weight to your flail head.

That's the one i was looking for. Make yourself a cylinder of blue foam by rolling a 5" tall strip of foam until its 5" across and you should pass weight requirement.
