Question about tape on swords

So I've heard a lot about people who use minicell foam for their swords wrapping their swords completely in packing tape. This is supposed to be because minicell has no 'skin' like blue foam does. I can see the purpose of this for weapon durability. However, doesn't this technically violate the BoW? Namely:

1.3.7. The amount of tape on a striking surface should be kept to a minimum.

If the whole sword was wrapped in tape, that's just going to make it hit harder. I don't see the point in making a weapon more durable at the expense of making it slap and making a harder hitting weapon. Also, in my experience, tape cuts into foam over use. Wouldn't this counteract the whole purpose of taping it?
I think if someone brought me one wrapped in tape, I'd probably fail it based on the rule above. Can someone enlighten me on this?

The idea isn't to 'wrap' it in tape, but to apply a single layer on the striking edge. You have to precompress the foam as you apply the tape so that when the foam compresses from a hit, the tape will compress with it, thus not changing the way the sword preforms.

The tape is also the exact width of the blade. The reason for using tape on the blade of MC swords is that MC foam does not have a "skin" on it like polyethylene does. This lack of a skin means that it has a lower shear rating, and will tear when striking oddly shaped things such as armor projections. This lower shear rating also means that any tape going down the side will create a point of stress, and tears can form there.

It's a...different process, and certainly takes a bit of practice. Once his hand has recovered, Arrakis has said that he will post a video showing proper technique for applying the tape.
