I have spare cloth from forging my belegarth weapons that are a significant amount that it feels like a wast to toss it. What can I make with ribbons?

That kind of depends on the look you're going for. If you're going for a more "horde" kind of look, scraps like that make great tassles, or can be crudley sewn together to make other articles of clothing in a patchwork fashion. Alternatively, if you like the shapes and can figure out a way to arrange them, depending on the size, you ca use them use for applique. Otherwise, I like to keep some scraps and needle and thread in my repair kit for minor garb and cover fixes at events.

A tassle sounds interesting, and applique I'd think I would need more. But what else could I make with them?

You may be going about this the wrong way. Being thrifty is great, but I'd recommend deciding what you want to make and what look to go for, then seeing what materials you have, rather than seeing what you can make with scraps small enough that no store would even sell them as remnants.

That said, the small strips can be braided together to make a strap for some kind of pouch or waterskin if you have enough of them.

Good advise to use then rather than consume them.
