I don't know if this goes here, but it seems the only viable space for it.
Why was my name changed from XÆPLBNK to X?PLBNK? Is it some sort of bug, or was it purposely changed for some bizzare reason?

The board was migrated to a new host to help solve some problems we've been having and several people with special characters in their names have had some issues with those characters not translating well. Madog has said that he is looking into it, but keep in mind it is not a high priority. I'm sure he'll do his best to make sure it gets fixed.

My name had that issue.

If you just go into your profile and change it back, everything seems to be fine again.

In the migration process it turns all the charters into Latin-8 characters from Base 9 characters. Their is no way (without council access) to do this easily. I did a dump on the user tables. Only about 4 or 5 people are going to run into this as an issue.

There will likely be more people who will notice issues with their "location" spelling, or their signature. But that can also be worked out easily individually.
