I think at least something should be put in the rules, since it is a significant rule that's applied at every weapons check, but isn't actually even mentioned anywhere in the BoW. It'd be a lot friendlier to newer fighters if there was at least a hint of what to expect written down ahead of time.
Perhaps something vague along the lines of "Shields must not bend excessively under moderate pressure." At least that'd be enough that people would know there was a rule out there and could ask about how to test for it.
I don't think using a degree measurement would be workable. How would you accomodate saucer sleds, for one thing? Also, a large punch tower might still be safe for the user (though cheesy) if you could easily bend it so the top and bottom were parallel, since that still wouldn't be too near the grip. On my little coreless kickboards-turned-bucklers, though, I wouldn't even want them folding half that much.
