3.3.5. Hand(s): Area below the wrist (exclusive). An empty hand is a legal target area. A hand on a weapon or shield is considered part of that weapon or shield. Any hit to the hand is considered a hit to the arm.
This rule is adequate, however I feel that we could reduce the potential for misinterpretation by rewording to one of the following:
3.3.5. Hand(s): Area below the wrist (exclusive). An empty hand is a legal target area. A handonholding a weapon or shield is considered part of that weapon or shield, and is not a legal target area. Any hit to the hand target area is considered a hit to the arm.
Or
