Todo had three nights to investigate three people. He gave three verdicts: I'm innocent, Outhro's innocent, and Gorlock is guilty. He would only be guessing if he had either gave more than three verdicts (which he didn't) or if (and this is hard to believe) he spent one night NOT investigating anyone.
As for Gorlock being the other mason, it's not likely since Giggles suspected him the entire time, and even voted to lynch him. He just got lucky plugging one of the Masons and is trying to concoct a lie. If the other Mason comes forward (and there's no point to it now), then Gorlock would try to make out like he's lying to save his own skin.
I don't know about the cop getting a 'positive' result on investigating a mason. We'd have to ask Oisin to be sure. But the fact that Gorlock has tried to lie about being one is pretty damning.
But sure, yeah, let's see how other people feel before we string him up. I'm in no rush.
