Haftpadding.

I'm building a big 6-foot hammer just for the hell of it, but I'm wondering how much of the haft I'm allowed to leave unpadded. I want it to be safe and I want it to pass, but I'd also like to have a lot of area to grip.

Is it like, 1/3 of the haft has to be padded? 1/2? I couldn't find it in the BoW anywhere, so I figured I'd ask here.
